REQUEST FOR QUALIFICATIONS – ARCHITECTURAL/ENGINEERING SERVICES

I-95 Business Loop Project Phase 3
The City of Walterboro is requesting Statements of Qualifications (SOQs) for architectural/engineering services regarding the design of streetscape/intersection improvements for Phase 3 of the I-95 Business Loop project.
The City of Walterboro has identified a 6.35-mile transportation corridor along Highways 63 and 64 from I-95 exit 53 to exit 57, known as the “I-95 Business Loop Streetscape Corridor” as a major gateway and economic growth corridor. The city recently completed Phase 2 extending from Exit 53 to the intersection of Jefferies Boulevard and Bells Highway. Phase 3 will extend along Bells Highway from Jefferies Blvd. to Exit 57 and will complete the project. The goal of the Loop Project is to tie exits 53 and 57 together through the City of Walterboro with an enhanced streetscape with decorative mast arms, sidewalks, landscaped medians, street trees, signage, stamped asphalt crosswalks, lighting, and the milling and resurfacing of the entire corridor.

Submittal of Qualifications
Interested firms shall submit four (4) copies of the Statement of Qualifications (SOQs). The SOQ will contain the following elements:
- The professional training, expertise, and qualifications of the specific individuals to be assigned to the project for which the RFQ has been issued.
- Past performance of the firm.
- Location of the firm.
- Recent, current, and projected workload of the firm.
- Creativity, insight, and approach to the project.
- Related experience on similar projects.
- Other factors deemed relevant to the project.
- Willingness to meet time and budget requirements.
Responses to this RFQ shall be delivered to Jeffrey P. Molinari, City Manager, 242 Hampton Street, PO Box 709, Walterboro, SC 29488. The submittal deadline is 5:00 PM (EST) on December 22, 2023. Envelopes should be clearly labeled “I-95 Business Loop Project Phase 3 – Statement of Qualifications.”
SOQ Review & Evaluations
After receipt of the SOQs, a committee within the city will review and evaluate the content and qualifications presented in each packet. Based on the review and evaluation of all SOQs received, the committee will recommend from one (1) firm to a maximum of five (5) firms to invite for an on-site or virtual interaction session with City personnel to discuss the information contained in the SOQ and other general or specific inquiries. Presentation or discussion of cost proposals will be excluded during this process. Upon completion of the interviews, the firms shall be ranked. A final scope of services and a fee shall be negotiated with the highest-ranked firm capable of meeting City budget and time limitations.
