ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the Gadsen Loop Water Upgrades will be received by the City of Walterboro in Council Chambers at Walterboro City Hall located at 242 Hampton Street Walterboro, SC 29488 until 2:00 pm local time on September 26, 2023, at which time the Bids will be publicly opened and read.  The Project consists of approximately 5,036 linear feet (LF) of new 6-inch water mains to replace existing small-diameter water mains, 7 new fire hydrants, valves, and all appurtenances to perform the work located along Gadsden Loop and Jackson Road. 

Bids will be received for a single prime Contract.  Bids shall be on a unit-item basis, with alternate bid items as indicated in the Bid Form.

Clary, E-mail: sclary@hybrideng.com  Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8 a.m. and 5 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below. 

Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a deposit of $150 for each set.  Checks for Bidding Documents shall be payable to Hybrid Engineering, Inc.  Upon request and receipt of the document deposit indicated above, the Issuing Office will transmit the Bidding Documents via delivery service.  The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

 Bid security shall be furnished in accordance with the Instructions to Bidders. 

This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG).  All federal CDBG requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the President’s Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin.  Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240. 

Bidders must also make positive efforts to use small and minority-owned businesses and to offer employment, training, and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968.  Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract. 

 The owner reserves the right to waive any irregularities, or to reject any or all bids. 

 

No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof.
